Women in IT: Leadership is the recipe to ... - Morocco World News

When she started at AP as an administrative assistant to then VP of Product Development, Information Technology (IT) department in 2005, Hiral Patel would not have believed that in three years she would join the ranks of those working in Technology proper. As a 21-year old recent graduate, business studies, then, Patel thought of the department as ?a male-oriented black hole occupied by people who are in some ways in a class of their own and secluded from others and just writing codes.?

Throughout my five years here at the AP, the now project manager is one of a group of women who have swelled the ranks of women in a sector regarded by some as a male domain. Although men account for about 65% of the technology workforce here in New York, the gradual increase in the number of their female colleagues over the past few years is noticeable.

IT is one of the largest departments at AP. A diverse group of about 500 people located all over the world, about half of that number comprises the global operations unit made up of a number of parts including, the Broadcast Technology Engineers, and the Global Support Operations group. The work of the Broadcast Technology Engineers centers mainly on supporting AP?s video business.

The Global Support Operations group consists of technicians and technical managers who support AP journalists and the organization?s offices and bureaus of about three hundred in 97 countries. The other half is made up of a group of software developers for both content and backup systems, the Technology Solutions Unit and, the Innovative Information Management Unit which is manned by a group regarded as super librarians.

Aside from the upward shift in the number of women, there has also been a marked increase between 2007-2012 of female members of staff occupying leadership positions such as those of Vice President of Information Management, Director of Quality Assurance, Director of Technology and Director of Customer Support.

While AP is a news gathering organization, Patel has come to realize that there are many behind-the-scene technology aspects for the news to reach the end user. Given how technology has brought revolutionary changes that have re-defined the media of the 21st century, an efficient IT department has become a nucleus for news organizations. As the AP moved to restructure its IT sector couple of years ago, it also opened the way for qualified women workers and female college interns with demonstrated potential to excel to gain employment in the department.

When President and CEO Tom Curley took over in 2003, technology at the AP was old-fashioned. Curley, who retires this month, introduced many sweeping changes that shifted the cooperative away from the old analog wire service system to a multi-tiered digital platform of content. Responsibility for overseeing this transformation, though, fell on the shoulders of a non-traditional technologist woman, the former manager of Patel, Lorraine Cichowski.

In 2004 Curley invited Cichowski, whom he had worked with at USA Today, to work on a search engine-related project at the Associated Press on a consulting basis. The project was part of Curley?s strategy to upgrade all of AP?s technology, primarily to align the business goals to the investment in technology. Cichowski, who had to give up a PhD program she was pursuing, was asked a few months later to join AP as a full-time employee to start a product development department. It was Cichowski?s second stint at the AP.

Two years later, given what she was able to accomplish Curley suggested that Cichowski take overas CIO of the IT department following the retirement of the then head, John Reid. What Curley was looking for was someone adept in restructuring the department.

Upon assuming the CIO?s position, Cichowski who is now a senior vice president, started off by evaluating and reorganizing the entire department into a network of units and realigning the leadership setup. She also introduced an aggressive recruiting system on two fronts. On the one hand she opened up opportunities that attracted some experienced technologists with different backgrounds to come work for AP.? On the other hand, she set up internship programs at two technology schools in the New York ? New Jersey area ? the Stevens Institute of Technology and the New Jersey Institute of Technology. The focus here was to attract some of the best engineering candidates with as many women as men coming in. In addition to bringing in more women, this program also increased the cultural diversity of the department. ?I think it just makes for a really rich experience? she told me.

Other key transformations that Cichowski implemented over the years included new editorial systems for AP?s 2,500 journalists in the print, video and photo departments, a re-launch of AP websites to improve search and add e-commerce functionality, a new HD digital video distribution systems and a web-based registry to tag and track online content and innovative mobile products. All of these attracted their own share of qualified women in the department.? Over the past few years the department has also identified women who were excelling at their jobs and promoted them. Among these women is the current vice president Information Management, Amy Sweigert.

Amy Sweigert leads the Information Management Unit that is responsible for all of the metadata that the AP produces for content. One of Sweigert?s key responsibilities has been setting up strategies for her team. She also works collectively with her colleagues VPs on a number of projects.

Like her boss, Sweigert?s educational background is atypical of technology. She comes from a background of library and information science management on which she holds a master?s degree. But her experience on information management was gained during her days at Microsoft where she worked on software projects including content management and taxonomy before joining the AP.

Cichowski, for her part, has a law degree from George Mason University, a Master?s degree in communications-public affairs and journalism from American University and a Bachelor?s degree in English from Seton Hall University. She first joined the Associated Press in Florida as a young journalist before joining USA Today as a reporter in the business sector. There she got promoted into an editor?s position and then became deputy managing editor in the business/money section in Virginia. While still at USA Today she was given a similar task of transforming that paper?s old technology which required her to write a business plan. What she did became USAToday.com. It turned out to be one of the biggest sites during the early days of the Internet. Her introduction to technology came through that path.

Notwithstanding what she has accomplished as head of the IT department, the Senior Vice President still regards herself as an accidental CIO in the sense that she was not expecting to attain that position after returning to AP as a consultant. While she acknowledges that the changes she introduced are on track, she dismisses suggestions that the department?s progress is on account of her being a woman leader, saying she does not see a difference in performance between men and women. She attributes the department?s current success to the collective resourcefulness and commitment of every member of staff.

Sweigert also believes that gender has nothing to do with what makes a better leader or worker as both women and men can be good or bad managers. She does think that women sometimes have a different style of doing things that may help them to be more aware of how people are receiving information or responding to feedback as a way to have better dialogue in the working environment.

Senior business product analyst in her unit, Jennie Kessler, points though to women?s ability to run a household and be caretakers as factor that leads them to be result oriented.?This she says sets women?s leadership style apart from men?s which also translates well into the working world which requires a woman to be strong, organized to manage many tasks at the same time, and taking great care to complete all her projects.? Sara Weinberg who teaches mathematics at the Urban Assembly School for Green Careers, a high school on the west side of Manhattan in New York City agrees. She says that women carry with them caretaker instinct that propels their desire to get the best out of everything they do be they teachers, managers?or junior staff workers. Weinberg believes also that part of what makes women succeed is borne out of the desire to counter the widely held stereotype that women do not measure up to their male counterparts in mathematics and sciences.

In the latest edition of The Atlantic, a former State Department staffer in the Obama administration, Anne-Marie Slaughter, among other things, argues in Why Women Still Can?t Have It All, that women who achieve professional success and have a family including young children to care for at the same time ?can?t have it all? as both parents and working professionals.? Ms. Slaughter says she resigned from her high-level position as the first woman director of policy planning in the State Department ? a position she had long dreamed of ? to go home and take care of her two teenage boys. Slaughter?s premise in some ways goes to bolster Weinberg?s and Kessler?s argument about women and the effect of their caretaker innateness regardless of who they are or what they do.

Cichowski?s style of leadership is built around team collaboration and consensus building at every level. For example, all four vice presidents work collectively to ensure that information management concerns are represented across the whole software life circle. A keen listener herself, the CIO holds regular meetings with her VPs and other unit leaders during which they share views and discuss issues.

Director of Product Design, Dante Moore, who has worked closely with the CIO since 2006, describes her leadership style as empowering. He says she gets the best effort from her staff by ?collaboratively seeking their ideas and contributions to meet business objectives and by rewarding those who excel.?

Working alongside men particularly when they are in the majority tends to have its own challenges for women. But Amy Sweigert sees little or no reason for much concern. She believes that working together with men nurtures some level of confidence as she would go into meetings and be able to be clear about what she wants to get out of it. She sees all staff, be they male or female, as peers. She nonetheless thinks that having women in senior positions provides an example and encourages other women to feel at home and comfortable in their groups. Patel, who at first did not think of technology as an obvious place for her, was encouraged by both the constant support she received from the CIO as well as the presence of other women she met in the department.

The project manager cherishes her new found potential and enjoys working as a technologist. She says it?s about time other women get involved and contribute to the field by not merely thinking of themselves as consumers of such technology products as iPhones, Facebook and Blackberries that they use day in and day out but also how the technology behind them comes about.

Notwithstanding the numerous successes that define many women as leaders or mere workers, stereotyping of them still goes on. Once a guest who was visiting the AP was ?amazed? to learn that the organization?s Senior Vice President and Executive Editor is a woman. His reaction was that Kathleen Carroll must have been a ?tough iron-lady to have gotten there.? Though it is true that most highly successful women go through rugged processes that their male counterparts hardly experience to reach their peak, it is unfair to base accomplishments of women to their being tough or highhanded. The likes of Cichowski, Carroll, Sweigert or even Patel are not ?tough? or ?iron ladies.?? They just happen to be people who know how to do things right.

The advancement of women in the IT department at AP does not in any way hinder the path of men in that department. There is no evidence that women are unduly promoted at the expense of their male colleagues. Cichowski says she strongly believes in giving all of the staff equal opportunity. Three of her vice presidents are men while other men also head various sections.? As the Senior VP and CIO maintains, standards at the department are high and everyone has to meet them.? Patel?s elevation from administrative assistant was not based on her being a woman or mere interest in technology. She went through a rigid volunteering period that lasted for months.? Cichowski has not only transformed the IT department of the AP into an efficient system but also one that has opened it up to diverse groups of technology talents including women.

Mindreading hormone? A better judge of character with nasal spray?

ScienceDaily (July 30, 2012) ? Ingesting the hormone oxytocin via nasal spray improves the ability to read people's facial expressions. These findings hold great promise for treatment of mental health disorders and drug addiction.

In other contexts, oxytocin is already well-known as the "bliss hormone." The hormone is secreted upon stimulation by touch and is known to result in a feeling of calm and physical relaxation. It is also used to induce labour in childbirth and as an aid for women experiencing difficulties in breastfeeding.

Oxytocin has also been referred to as a "mindreading" hormone. Recent research findings show that there may be some truth to these claims -- although the mindreading component may have a more down-to-earth explanation.

Angry people seemed angrier

As part of a research project carried out by Siri Leknes, a research fellow at the Department of Psychology at the University of Oslo, 40 healthy students were administered nasal spray containing a dose of either saltwater or oxytocin. They were subsequently shown photographs of faces displaying angry, happy or neutral expressions. Some of the photos showed individuals displaying more "hidden" emotional expressions which tend to be picked up at a more subconscious level.

"We found that oxytocin intensified test subjects' awareness of the emotions present in the photos. Faces expressing anger stood out as angrier and less happy, and correspondingly, faces expressing happiness were happier," explains Dr Leknes.

"We know that people express feelings in other ways than through facial expression alone, for example, by means of body language and vocalisation. We presume that our findings also apply for these modes of expression," she adds.

The study receives funding under the Research Council of Norway's Alcohol and Drug Research Programme (RUSMIDDEL).

Greatest effect on those who need it the most

There were two rounds to the experiment to ensure that all student subjects were tested using both salt water and oxytocin -- without letting them know which dose they would be receiving each time.

"It turns out that those with the lowest aptitude for judging emotional expression properly -- that is, those with the poorest scores during the saltwater round -- were the ones who showed the greatest improvement using oxytocin. This is really fascinating; the people who need it the most are thus the ones who get the most out of using the hormone," Dr Leknes points out.

Based on previous research along with her own findings, Dr Leknes believes in oxytocin's potential as a supplementary treatment for people suffering from mental health disorders or drug-dependency. In fact, nearly all mental health disorders involve a diminished ability to recognise the feelings of others. The same applies for drug abusers.

"Oxytocin will not be a cure-all for mental illness or drug addiction, but it may be of use as a supplementary treatment. It may make individuals better equipped to interpret the signals of others around them, which may improve how they function in social settings," Dr Leknes explains.

Testing for treatment of drug abuse up next

Oxytocin nasal spray is available via prescription and is relatively safe when used as directed. Side effects are extremely rare. According to Dr Leknes, doctors are already allowed to prescribe oxytocin for the treatment of various problems associated with social functionality such as autism.

"In such cases, however, it's a matter of isolated treatments which are not evaluated as a whole. It is important that we research this to gain greater insight into the effect," she points out.

Siri Leknes and her colleagues are now hoping to take their efforts a step further and examine how well oxytocin works as a supplementary treatment for drug abusers.

"If it turns out that our assumptions are correct, then we may be able to come up with a simple treatment that would mean a great deal for people who find it difficult to pick up on the social cues of their peers," says Dr Leknes.

Kim and Li deliver weightlifting masterclasses

Charismatic North Korean Kim Un-Guk and China's Li Xueying broke a raft of records as they handed out two masterclasses in weightlifting at the London Olympics here on Monday.

Kim set a world record in the total thanks to equalling another in the snatch that was the basis for an emphatic victory in the men's -62kg class.

Li broke two new Olympic records as she crushed her rivals on the way to claiming gold in the women's -58kg class in a third day of enthralling action at a packed ExCel arena.

While Li was understated in her performance, Kim was anything but as he whipped the 6,000-capacity stadium into a frenzy with his flamboyant showmanship at the barbell.

Kim snatched 153kg, also a new Olympic record, to match Chinese lifter Shi Zhiyong's world record, and then went on to clean and jerk 174kg for a combined total of 327kg, beating the previous record held by China's Zhang Jie by 1kg.

Colombian Oscar Figueroa claimed a shock silver with a total of 317kg (140, 177), his clean and jerk a new Olympic record, while Indonesia's Irawan Eko Yuli took bronze with 317kg (145, 172) on the bodyweight rule.

Each time he set foot on the podium, Kim grinned at the cheering crowd, a roar as he approached the barbell eliciting similar grunts in reply from the delighted spectators.

Kim's reaction after each successful lift was one of unmitigated joy, prompting him to scream, shake his right fist over the bar and jump in the air before rapidly skipping off the platform. The crowd, quite simply, adored it.

His superiority in the snatch saw him take a massive 13kg lead over Zhang, the favourite for the event, into the clean and jerk. The Asiad champion failed with his third clean and jerk and missed a podium place by 3kg.

In the women's competition, Asian Games champion Li, also the current world silver medallist, produced a stunning performance, recording a combined total of 246kg after snatching 108kg and registering a best in the clean and jerk of 138kg. Both the snatch and total were Olympic records.

She narrowly missed a final clean and jerk at 144kg which would have given her the world record.

"I didn't do well last year at the world champs and that was a hard lesson to learn," said Li, playing down her superiority over the rest of the field.

"In every competition, I try my best. I don't pay attention to my rivals, strong or not.

"I was a little nervous because it's my first Olympic Games. I was a bit hasty on my first snatch, I wasn't quite as calm as normal."

Thailand's Pimsiri Sirikaew took silver with a total of 236kg (100, 136), with Ukraine's Yuliya Kalina claiming bronze with 235kg (106, 129).

The gold medal showing was sweet revenge for Li over Belarus' current world champion Natassia Novikava, who trumped the Chinese lifter at the 2011 world championships in Paris.

Novikava dramatically saw her final clean and jerk at 133kg ruled out by the judges after she tottered on the stage and the Belarus lifter missed out altogether on the podium, finishing down in seventh place.

Samsung announces UK availability for Galaxy Beam

It's been more than five months since we first saw the Samsung Galaxy Beam at Mobile World Congress in Barcelona, and now it looks like the phone/projector hybrid is set to officially make its way to the UK. A Samsung press release indicates that the Beam is available in Britain from today, though no specific retailers, networks or price points are mentioned. Pre-order prices have suggested a fairly hefty??454.80 including VAT, or ?379 (~$600) excluding VAT to buy the Beam outright.

The reason you (might) pay that might is the Galaxy Beam's built-in pico projector, which allows you to fire images up to 50 feet away from the device, depending on other factors like ambient lighting. Other specs are relatively run-of-the-mill -- a 1GHz dual-core CPU, a 4-inch WVGA display, 5MP camera and Android 2.3 Gingerbread (yeah, we know) backed up by Samsung's TouchWiz software. So there are certainly better deals to be had elsewhere for mainstream buyers, but if you want a portable image projector that ties into your smartphone, this is, for the moment, the only way you'll be able to get it.

Will the UN reverse its ivory ban?

Delegates overseeing a worldwide endangered species treaty have adopted a plan to allow ivory to be legally traded on the global market.

The plan for allowing ivory to be traded legally for the first time in more than two decades will be fine-tuned and presented again in October, then considered for final approval next March in Bangkok. It was among the most hotly debated items at a weeklong meeting of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, known as CITES, that ended Friday.

Some 300 delegates in Geneva agreed by consensus to a series of measures and sanctions on trade in endangered species. The ivory plan envisions a resumption in trading only from existing stocks gathered from elephants that have died as a result of natural causes.

A global ban on ivory trading took effect in 1989 to curb elephant poaching in Africa, but in the past decade the problem grew again with rising Asian demand for ivory chopsticks, statues and jewelry.

The long-running global debate over elephants has focused on the benefits of raising revenue from legal ivory sales that could be used to pay for conservation measures and ways of protecting local communities that live in close proximity to large and sometimes dangerous animals.

Proponents also have argued that legalizing the trade could dampen prices and, therefore, demand for ivory on the black market, but some conservation groups have said they remain skeptical that it will work and that in fact sales could only increase poaching. No culling or poaching would be authorized under the plan.

Much of the focus was on how to strengthen enforcement while also dampening consumer demand. Delegates agreed that effected nations must do more to control their markets and combat international ivory smuggling.

"You may say that there has been a sort of polarization here (over ivory) ? will you ban it totally, or will you allow something and if you allow something, you may also encourage smuggling," said Oystein Storkersen, the head of nature management in Norway who chairs one of CITES' main committees, told reporters. "As long as there is strong demand in the consumer countries, we probably will see people willing to risk going for ivory in the source countries."

Delegates also agreed to require that Vietnam, one of the biggest consumers of rhino horn, report back by September on how it is cracking down and to verify that rhino hunting trophies are taken for non-commercial reasons.

In parts of Asia, such as Vietnam, rhino horn can fetch the equivalent of U.S. street values for cocaine. It is crushed and consumed by people who believe it can cure diseases including cancer, fever and even hangovers, but doctors generally dispute that.

Delegates suspended trade in five reptiles ? the African chameleon in Niger, Fea's chameleon in Equatorial Guinea, the girdled lizard in Mozambique, and the yellow-headed temple turtle and orange-headed temple turtle in Laos ? and one African tree, teak, in Ivory Coast.

Delegates also decided to monitor crocodiles in Colombia, birds from the Solomon Islands, and a dozen other captive-breeding and ranching operations around the world.

But they agreed to lift previous suspensions and allow sustainable trade to resume for African teak and cherry in Congo, and for African grey parrots in Cameroon.

Woman, baby pushed out of third-floor window

Authorities say they have arrested the man accused of attacking his ex-girlfriend at her Jersey City home and forcing her out a third-floor window while she was holding her infant in her arms Friday morning.

The Hudson County prosecutor's office said police apprehended Frederico Bruno, 19, in Belleville, N.J. Friday evening. He was found inside a refrigerator in a vacant building near where his siblings live.

Bruno's family members said he went to their home after the alleged attack and slept for most of the day. When he woke up, he told his teenage niece and nephews what had happened.

He claimed his ex-girlfriend was trying to stab him while holding their baby, family members told NBC 4 New York. That's when he pushed her and the child out the window and fled, they said.

Police say Bruno had a key to his ex-girlfriend's Jersey City apartment and had been hiding inside Friday morning, waiting for her to get home. When she returned with her baby, who is also the suspect's child, and a friend, Bruno allegedly attacked her.

Both the 20-year-old mother and the 3-month-old baby are hospitalized in critical condition, police said.

The 21-year-old friend threatened to call 911 and Bruno allegedly turned on her, slicing her up with a household cutting device and leaving her for dead, police said. Then he ran down the fire escape and, with a table, continued to assault the mother of his child, who was lying on the ground on top of her baby after the two plunged three stories out the window, police said.

"I?know he's always had a bad temper but I never thought he could do this," said Bruno's niece, 17-year-old Ahsley Archelus. "To a baby??How could he do this to his own baby?"

The friend is in surgery at a nearby hospital. She's listed in critical condition.

Police cordoned off the area surrounding the four-story building on Rutgers Avenue as they searched for Bruno, whom they called armed and dangerous.

The mother of the child had an order of protection against him, authorities said.

Bruno is facing three counts of aggravated assault charges. Bail was set at $300,000 for each count. It wasn't clear if he had an attorney.

(AP) ? President Barack Obama is reaffirming U.S. ties with Israel, upstaging Mitt Romney one day before the Republican challenger visits Jerusalem.

The White House says Obama will sign legislation Friday that expands military and civilian cooperation with Israel. The bill passed by voice vote in the House last week. The bill reiterates U.S. support for a negotiated two-state solution in the Israeli-Palestinian conflict.

Romney is a critic of Obama's policy toward Israel. He will arrive in Jerusalem on Saturday as part of an overseas trip that includes Britain and Poland.

The White House subtly injected itself into Romney's trip on Thursday after Romney caused a stir by calling London's problems with Olympics preparation "disconcerting." White House spokesman Jay Carney said Obama "has the utmost confidence" in Britain's ability to host the games.

Obama planned to continue competing with Romney for attention during the opening ceremonies of the Olympic Games, which Romney was scheduled to attend while in London.

The Obama campaign was airing an ad for American audiences during the opening ceremonies featuring Obama promoting his middle-class political pitch.

"I believe that the way you grow the economy is from the middle out," Obama says in the ad, echoing a standard campaign refrain. "I believe in fighting for the middle class because if they are prospering, all of us will prosper."

With the ad, Obama guarantees himself a presence during opening ceremonies despite the free media Romney might get by being there in person.

(AP) ? A showdown between government troops and opposition forces in Syria's largest city, Aleppo, is "imminent," the U.N.'s human rights office said Friday, as the Red Cross said it is pulling some of its foreign staff from Damascus out of concern for the safety of its workers.

The country's chaos has spread to Syria's biggest cities in some of the most widespread and sustained violence the two areas have seen in more than 17 months of conflict. Rebels have been locked in fierce fighting with government troops in Aleppo for six days and are bracing for an attack amid reports that the regime is massing reinforcements to retake the embattled city of 3 million.

U.N. High Commissioner for Human Rights Navi Pillay said unconfirmed reports are coming out of the capital, Damascus, of extra-judicial killings and shootings of civilians during fighting in the city's suburbs. Expressing deep alarm at the situation, Pillay said the report "bodes ill for the people of that city (Aleppo)."

"And it goes without saying, that the increasing use of heavy weapons, tanks, attack helicopters and ? reportedly ? even jet fighters in urban areas has already caused many civilian casualties and is putting many more at grave risk," she said in a statement read aloud to reporters by her spokesman Rupert Colville.

The statement also said that there have been clashes in Homs and Deir el-Zour.

A senior U.N. diplomat close to the mediation effort of international envoy Kofi Annan said they are "watching the situation in Aleppo with great concern."

"The ground is shifting. We use words like 'It's fluid' ? and it certainly is ... It has been a roller-coaster ride," the diplomat said, while speaking on condition of anonymity because of the delicacy of the negotiations among world powers on the U.N. Security Council.

The International Committee of the Red Cross said Friday it is temporarily moving some of its foreign staff from Damascus to neighboring Lebanon. A Red Cross spokesman in Geneva, Hicham Hassan, said the move was prompted by security concerns but that a core team of about 50 staff would remain.

Hicham Hassan also told The Associated Press on Friday that the Syrian Arab Red Crescent was suspending some of its operations in Aleppo due to heavy fighting but that the Red Cross hopes to bring its staff back into the country.

Turkey's state-run agency said a Syrian legislator from Aleppo has fled to Turkey and also warned that Syria was preparing for a massive offensive on cities where rebels are fighting government forces. The Anadolu agency said Friday that Ikhlas Badawi has defected in protest of the Syrian regime's "violence against the people."

She would be the first member of Syria's parliament to defect from the parliament that was elected in May.????????

??????????????? In January, Legislator Imad Ghalioun left the country to join the opposition, saying Syria was suffering sweeping human rights violations. He was from the city of Homs that was being subjected to a massive regime attack at the time.

??????????????? On Friday, the Britain-based Syrian Observatory for Human Rights said troops bombarded the neighborhood of Fardous killing at least four people. It added that Sunni cleric Abdul-Latif al-Shami was kidnapped and killed in Aleppo. It gave no further details, although some activists said al-Shami is a government supporter.

??????????????? Mohammed Saeed, an Aleppo-based activist, said helicopters were bombing with heavy machine-guns rebel-held areas east and west of the city on Friday. He added that army reinforcements arrived in the city on Thursday and a major attack is expected any time.

??????????????? Rami Abdul-Rahman, who heads the Observatory, said army reinforcements took positions around Aleppo. "I expect the attack to begin today," he said.

(AP) ? Arab nations say they will go to the U.N. General Assembly and seek approval of a new resolution on Syria.

They are calling for a political transition and establishment of a democratic government in Syria after the Security Council's failure to address the crisis.

Saudi Arabia's Ambassador Abdallah al-Mouallimi and Qatari diplomat Abdulrahman Al-Hamadi announced Arab plans to seek action by the 193-member world body, where there are no vetoes, during a Security Council debate on the Middle East on Wednesday.

Last week, Russia and China vetoed a Security Council resolution aimed at pressuring the Syrian government to halt the violence by threatening sanctions.

Syria's U.N. Ambassador Bashar Ja'afari accused the Saudis and Qataris of interfering militarily, financially and politically in Syria and "conspiring" against international envoy Kofi Annan's six-point peace plan.

(AP) ? Mitt Romney wanted to highlight U.S.-British bonds ? and show off his diplomatic skills to boot ? but he managed to rankle the Olympic hosts instead, from Prime Minister David Cameron on down.

The Republican presidential candidate, taking a turn on the world stage, called London's problems with Olympic Games preparation "disconcerting." That prompted Cameron to retort on Thursday that doubters would "see beyond doubt that Britain can deliver." And London Mayor Boris Johnson told tens of thousands gathered in Hyde Park: "There's a guy called Mitt Romney who wants to know if we are ready. Are we ready? Yes we are!"

Amid the uproar, Romney tried to back off his critique, finally concluding, "I expect the games to be highly successful."

Romney also caused a stir with his attendance at a fundraiser with banking executives tainted by a British interest rate-fixing scandal. And he inadvertently disclosed that he held a secret meeting with the head of Britain's intelligence service.

The bobbles threatened to undermine Romney's first international tour as the man who would replace Democratic President Barack Obama.

A one-term Massachusetts governor with limited foreign policy experience, he is hoping to show voters back home that he is ready to represent the U.S. strongly and smoothly at a time of global economic turmoil and security troubles. He also wants to emphasize his own tenure running the 2002 Winter Games in Salt Lake City by attending this year's opening ceremonies. And he hopes to draw subtle contrasts with Obama.

"I'm looking forward to the bust of Winston Churchill being in the Oval Office again," Romney told donors at a fundraiser, Obama's administration sent back to Britain a bust of Churchill that once sat in the Oval Office. Obama aides say it was scheduled to be returned.

All in all, though, it was a shaky start to Romney's planned weeklong trip overseas that will include Israel and Poland after England.

As he met with British leaders past and present, Romney sought to keep the focus on the close alliance between America and Britain, praising "the unique relationship that exists between our nations, our commitment to common values, our commitment to peace in the world and a desire to see a stronger and growing economy."

But he may have ended up straining his own relationship with the British ? and embarrassing them ? by questioning whether the country could host a flawless Olympics after years of preparation.

England has constructed an enormous Olympic Park in East London, will showcase tennis at Wimbledon, is hosting soccer in Glasgow in Scotland and has even built a volleyball court behind No. 10 Downing Street, where Romney met with Cameron. Yet, the country has faced steady media coverage of things that have gone wrong: A security firm didn't hire enough people; problems at immigration threatened security risks.

Shortly after arriving in London on Wednesday, Romney told NBC News that it was unclear whether issues that have dogged the final preparations could be overcome, saying: "It's hard to know just how well it will turn out." He made the remark two days before the opening ceremonies and after his staff had attended the dress rehearsal for that show.

By the next morning, Cameron was standing outside Olympic Park responding to questions about Romney's comments.

"We are holding an Olympic Games in one of the busiest, most active, bustling cities anywhere in the world. Of course it's easier if you hold an Olympic Games in the middle of nowhere," Cameron added. His aides said that was not intended as a jibe at Romney or Salt Lake City. But that didn't stop people on the Internet and elsewhere from suggesting it was.

As criticism of Romney's comments mounted, he suggested it's impossible for any Olympic Games to go off without a hitch.

Later, Romney and Cameron met in private, discussing economic issues and alliances in Afghanistan and Syria ? as well as the Olympics ? and the American sought again to clarify his remarks on the games.

"It is impossible for absolutely no mistakes to occur," he said. "Of course there will be errors from time to time, but those are all overshadowed by the extraordinary demonstrations of courage, character and determination by the athletes."

By the end of the day Thursday, Romney was outlining his own mistakes as a way of explaining why he had mentioned problems with security forces and immigration enforcement.

"My experience as an Olympic organizer is that there are always a few very small things that end up not going quite right in the first day or so ? these get ironed out and then when the games themselves begin and the athletes take over," Romney said as he stood outside No. 10 Downing St. "All the mistakes of the organizing committee, and I made a few, all of those are overwhelmed by the many things that the athletes carry out that capture the spirit of the Games."

Back home, White House spokesman Jay Carney piled on, telling reporters about an Olympic security briefing held in Washington.

"In keeping with our special relationship, the president also made it clear that he has the utmost confidence in our close friend and ally, the United Kingdom, as they finalize preparations to host the London Olympics," Carney said.

After a day of meetings and an interview with CNN, Romney headed to a fundraiser at the Mandarin Oriental hotel that raised over $2 million. It attracted employees of Barclays, which has been in the spotlight after becoming the first bank to admit its employees were involved in manipulating a key interest rate index.

Last month, U.S. and British agencies fined Barclays a total of $453 million. Chief executive Bob Diamond resigned. Diamond was to have been a host of Romney's fundraiser. He dropped out of the event but had already sent a check for $2,500.

So have 82 others who listed their employer as Barclays or Barclays Capital on Federal Election Commission records, including two who gave the maximum to the Romney campaign both in 2011 and 2012.

Reports of Barclays' links to the Romney campaign drew the attention of some members of the British House of Commons, who called on "Barclays and its executives to cease fundraising for political candidates immediately and to concentrate entirely on repairing confidence and trust in the banking system instead."

Romney took questions from the donors who had gathered in a ballroom at the hotel in the Knightsbridge neighborhood in London. Asked about how he would deal with banking regulation, Romney said the Republican Party has sometimes made a "mistake" in focusing too much on deregulation ? but that a sweeping banking overhaul passed in the wake of the 2008 financial crisis went too far.

"I believe Dodd-Frank has gone beyond what was appropriate," Romney said of the banking bill.

Earlier, Romney met with the head of MI-6, Britain's intelligence service, during his visit to the Foreign Commonwealth Office. The meeting wasn't listed on public schedules, and revealing such a meeting isn't common in the U.K. But the Republican presidential candidate told reporters about it in a statement outside Cameron's home.

In his other meetings, British officials questioned Romney about so-called fiscal "cliff" that U.S. policymakers will have to deal with next year, as well as his plans to expand trade and potentially develop a free trade agreement between America and the Europeans. Romney asked questions about the situations in Iran and also in Syria, where a broiling conflict has the potential to flare as an election issue in the fall.

The candidate's troubles started even before he landed in London.

Earlier this week, the Australians issued a statement clarifying Foreign Minister Bob Carr's remarks after Romney told donors that Carr met with him and sees an "America in decline."

Romney also has faced criticism in the Jewish press abroad for scheduling a fundraiser on Tisha B'Av, a Jewish fasting day that commemorates the destruction of two temples in Jerusalem. And Romney was forced to distance himself from an unnamed campaign adviser quoted in the Daily Telegraph newspaper saying that Romney believes the U.S. relationship with Britain is special because of shared "Anglo Saxon heritage" and that the current White House doesn't appreciate that shared history.

UK watchdog: Stop recording taxi conversations

(AP) ? Britain's information watchdog on Wednesday ordered a city council to stop the mandatory recording of people's conversations in taxis, saying the policy breaches the Data Protection act.

Since August 2009, Southampton City Council has required all taxis and private-hire vehicles to install CCTV equipment to constantly record images and the conversations of both drivers and passengers.

Information Commissioner Christopher Graham said Wednesday that the policy was "disproporationate" and that the council had "gone too far" by requiring the recordings.

"We recognize the council's desire to ensure the safety of passengers and drivers, but this has to be balanced against the degree of privacy that most people would reasonably expect in the back of a taxi cab," he said in a statement.

Graham said CCTV cameras can still be used in cabs, but that the compulsory recording of conversations must stop. Southampton, a city with a sea port, is located 75 miles (120 kilometers) southwest of London.

The Information Commission also said that Oxford City Council has suspended plans for a similar policy after the watchdog warned the council's plans would breach the Data Protection Act.

Southampton City Council said it was considering an appeal of the order. Jacqui Rayment, the council's deputy leader, defended the recordings, saying that the data are encrypted and only downloaded if there is a specific complaint against a driver or if police request access to it in order to investigate an alleged offense.

"We are disappointed with this decision as it is about safety for both the drivers and passengers," Rayment said.

Britain has hundreds of thousands of surveillance cameras in public places, including many trains, subways and buses. But Southampton's use of audio recorders in licensed taxi cabs has outraged civil liberty campaigners.

Nick Pickles, director of the civil liberties campaign group Big Brother Watch, welcomed the decision Wednesday regarding what he called Southampton's "unjustified and intrusive measure."

The Information Commissioner enforces Britain's Data Protection Act and has the power to levy fines or pursue prosecution when laws are broken.

Smoking bans: Tobacco-free college campuses on rise in US

Many US college campuses are becoming tobacco-free as US schools institute total bans, indoors and out, on cigarettes and related products. Some smokers say the bans infringe on their choices. ? ?

At a growing number of campuses nationwide, total bans on cigarettes and other tobacco products are showing up, barring students from lighting up anywhere on school grounds ? even in the open air.

The most recent school system to snuff out campus tobacco was the Ohio public college system when the Board of Regents on Monday recommended an all-out prohibition on tobacco products. In June, the University System of Maryland announced its?12?institutions,?inside and out, would go smoke-free by next July. Come September, the use and advertising of tobacco will be forbidden anywhere at schools within the City University of New York system.

Between January 2011 and this January, the number of US colleges?and universities?with total smoking bans rose from 466 to 648, according to the group Americans for Nonsmokers? Rights. Already this year, 126 schools have moved forward with smoke-free policies that apply to all areas of campus.

?We hear from colleges they?re there to educate and raise the next generation of leaders, and that it?s the responsible thing to do,? says Bronson Frick, associate director of Americans for Nonsmokers? Rights, based in Berkeley, Calif.

Some colleges have never allowed smoking for religious reasons. But about a decade ago, some that permitted it began to impose bans on indoor smoking that also governed ? coinciding with similar workplace laws ? how far from entrances smokers had to be. The concept of the smoke-free campus, which prohibits smoking even outside, marks the trend?s latest evolution.

In total, about 770 colleges are now smoke-free, according to Americans for Nonsmokers? Rights. Some take that policy a step further by forbidding all forms of tobacco, including chewing tobacco. Because the organization relies on self-reported information, the actual number is probably higher, Mr. Frick says.

While exact data remains murky, one-third to one-half of colleges nationwide have likely implemented a policy or are weighing the option, says Ty Patterson, executive director of the National Center for Tobacco Policy, based in Springfield, Mo.

Policies barring smoking and tobacco have reached a ?near tipping point,? says Mr. Patterson, who as the vice president of student affairs instituted one of the first smoke-free campuses in the country, at Ozarks Technical Community College in 2003.

The smoke-free movement on college campuses received a major boost in 2006 when a report by the US Surgeon General flagged secondhand smoke as risky at any exposure level, Patterson says.

The bans have not been without controversy, especially from smokers? rights groups.?
